“出国留学 领保护航”——领事保护进八十

    国际部的同学们大部分都决定或是已经准备启程出发去国外留学了,但是,因为同学们不太了解出国之前都要做哪些准备,所以会担心出国后,遇到利益被损害的情况,不知道第一时间应该怎么做,也不了解出国留学所在地的领保人员都能给我们提供哪些帮助。为了解答同学们的以上问题,学校请到了北京市外事办领事保护处的专家给大家做一了个系统、准确、权威的专题讲座。
    2016年6月14日下午两点,国际部多功能厅举办了“出国留学领保护航”——领事保护进八十的讲座,参加讲座的领导及专家有北京市外事办领事保护处刘冰若女士,中国前驻外大使曾驻吉尔吉斯斯坦、拉脱维亚、哈萨克斯坦、乌克兰大使姚培生先生,北京市第八十中学副校长李晓君,主要由中国前驻外大使姚培生先生为大家讲解出国留学需要了解和注意的事项。
    首先,姚大使为大家细致地讲解了领事保护的主要方式和获得领事保护的条件。姚大使告诉同学们,领事保护机构,也就是使领馆,是指中国公民在国外遇到困难时,帮助中国公民维护合法权益的机构。领事保护包括人身安全、财产安全、必要的人道主义待遇以及与使领馆保持联系的权利,而领事官员可以为我们提供咨询和援助,并帮助我们联系亲属。如果我们在国外遇到法律问题或身体问题,领事官员还可以向我们推荐律师或医生。当然,我们在出国前也要做好充分的准备,比如熟记使领馆联系方式,以及了解目的国的信息,包括法律、政策、文化习俗等。出国后如果我们的权益受到侵犯,首先应该冷静下来收集证据,采取合法的方式维权,如果维权失败,可以联系使领馆寻求帮助。当然,享受领事保护的同时,我们也存在一些义务:我们应该遵守所在国家的法律法规,配合领事官员的工作。听了姚大使的这些介绍,原本担心在国外遇到问题的同学们感到安心了许多,因为大家学到了正确的保护自己权益的方式,对如何在国外维权有了更深的了解。
    姚大使还提醒了同学们在国外要注意身为中国人的形象。他讲到,在国外的时候,他每年都会看到一些中国人在饭店里大声喧哗,或者在街上随地吐痰。同学们了解到这些时,都感到愤怒,并下定决心从自身做起,杜绝这些不文明行为,树立良好的中国人形象,为留学之旅进一步做准备。因此,这次活动对同学们来说,也是一次品德教育。
    最后,姚大使耐心地解答了同学们提出的问题。有的同学问,当遇到不可预测的灾难的时候,如何向使领馆寻求帮助呢?姚大使答道,如果发生这种情况,应该立即与使领馆取得联系,并检查自己的护照、签证是否有效,还应妥善保管自己的重要证件,以便在必要时撤离危险区域,并提醒同学们提高对危机的应变能力,以防万一。
    这次活动不但使同学们了解了在国外如何维权,也增强了同学们的文明意识。同学们从姚大使的讲座中学到了很多知识,相信同学们到了国外以后都会运用这些知识保护自己,并做文明守法的中国公民!
    Almost all the students inthe International Department are going to study abroad; however, since thestudents are not familiar with the preparations before going abroad, they areworried with some safety problems, such as how to safeguard their interestswhen their legal rights are violated and what can consular officials do forthem. To dispel the misgivings of the students, the school invites the consularofficials in Beijing to give us a professional and accurate speech.
    The speech named “Study Abroad With Consular Protection——Consular Protection InBeijing No.80 ”was held in the meeting hall of the international department at 2 p.m.in Jun.14th, 2016. The leaders andexperts attending this meeting was Mrs. Liu Bingruo from Beijing foreign affairof consul department, ex-ambassador Mr.Yao Peisheng who stayed in the Republicof Kyrgyzstan, Latvia, Kazakhstan and Ukraine, and the deputy principal Mrs. LiXiaojun. Mr.Yao explains the matters needing attention when we are abroad.
    Firstly, Mr.Yao toldthe students the ways to get consul protection and the conditions of gettingconsul protection. According to Mr.Yao, a consulate is the organization whichhelps Chinese citizens to maintain their rights when they are abroad, includingpersonal safety, property safety, necessary humanistic treatment and the rightto keep in contact with the consular officials .Also, consular officials canoffer counsels, contact relatives and recommend lawyers or doctors for us if wehave lawsuits or health problem. As students, we have the responsibility to getwell-prepared, for example, we should remember the hotline of the consul andacquaint ourselves with the information of our destination, including policies,laws and cultures. If our rights are violated abroad, we should calm down andcollect evidences to maintain our rights legally and we can contact the consulto provide help. While enjoying the help provided, we have some obligations,such as obeying the law and respecting the work of consular officials. Everyonefelt relieved after listened to Mr.Yao since we learned the right method toprotect our rights.
    Besides, Mr.Yaoreminded us to pay attention to the image of our country. Based on him, someChinese people speak loudly in restaurants or spit in public. All the studentsfelt angry and ashamed and were determined to put an end to these rudebehaviors. Thus, this meeting is a character education for students.

In the end of the meeting, Mr.Yaoanswered the questions of students patiently. Some students didn’t know how toask for help when unpredictable natural disasters occur. Mr.Yao told us, ifthis happens, we should contact the consul immediately and check our passportand visa to see if they are still valid. Also, we should preserve our importantcredentials in order to leave the dangerous place and improve our ability todeal with emergencies.

    This speech not onlyteaches us how to protect our rights abroad, but also strengthens our sense ofcourtesy. Everyone learns a lot from Mr.Yao’s speech, and they can utilize whatthey learn today properly and be law-abiding Chinese citizens!
